Meeting Minutes
November 16th, 2023 06:00 PM at East Missoula Fire Department
Roll Call: Cyndie Winchell, Meggan Quigley, Michael Bushey, Dusty Deschamps, Paula Niccum
Approval of Minutes: Dusty made a motion to approve the minutes as read, Michael seconded. Motion carried, minutes approved.
Financial Information: Because the meeting was scheduled for the 16th instead of the 23rd (Thanksgiving), the financial reports were not yet available. They will be read at the December meeting.
Public Input: None.
Old Business:
Project update- Here is the progress report the board received from Amy Deitchler, Great West Engineer as of 10/23/2023:
“Framing and electrical rough-in have been installed and inspections have passed
Insulation has been completed and the inspection has been completed but we are waiting on the final approval from the County
Drywall installation will be complete as soon as the insulation is accepted
I have also told the Contractor that they need to protect the infrastructure from the cold weather. They have proposed putting up a temporary door as well as putting in a heater. The electrical contractor has put in an outlet so that this is possible.”
Other project update issues-
We may find another excavator to work on the water tank vault drain and the culvert installation at the well lot.
Some construction issues are on hold waiting for supplies.
There is a lock box on the gate at the well lot and the key to the wellhouse is inside.
Website overhaul: Both Cyndie and Paula had some trouble printing and saving some items on the website. Michael is going to look into it.
SMS text messaging issues: Research is ongoing.
Solar panels: On hold for future consideration
Generator: On hold for future consideration
New Business:
The board will generate a scope of work document for the bookkeeping position.
Two residences had some water issues that required repair this last month. Cyndie and Andy Mefford, Water System Operator worked to resolve the repair issues. They discovered some water lines and connections that did/do not appear on the plat map of the subdivision that shows most of the water system connections.
Andy made the following recommendations:
Several frost free on metered lines were discovered. He recommend sending a letter advising all customers of the discovery and future water hook up assessment. Anyone who has metered frost free lines must contact the board so we can purchase meters. All lines must be either metered or capped and locked by the district. We will perform a line verification and owners can receive a penalty for nondisclosure. We will check and verify all connections.
Booster pumps will be discussed by the board and written into the ordinances, they are not allowed by the DEQ. A double backflow may be used.
Any work on the waterlines performed by a homeowner must be approved prior by the district water board; anyone who doesn’t inform district of work performed or leaks is subject to either a fine or disconnection as such action put the water distribution system at risk risk of bacterial infection. (contamination?)
Water Use Ordinance updates: Discussion is ongoing, Andy’s recommendations will be considered.
Director Compensation: Resolution discussed, Dusty made a motion to pay director compensation, Paula seconded carried and compensation approved.
Dusty made a motion to cancel workers compensation insurance from the State Fund. Cyndie seconded, motion passed.
Paula made a motion to adjourn, Meggan seconded. Motion carried, minutes adjourned.
