Meeting Minutes

October 7th, 2015 6:00 pm Bonner Lutheran Church

 

Roll call: Barb Powell, Cyndie Winchell, Mike Lilley, Paula Niccum, Janet Lilley

Approval of minutes:  Motion made by Mike Lilley to approve minutes as posted on website, seconded by Barb Powell, motion carried, minutes approved.

Financials:  June financials were received from the county, this closes out the year.  Financials were read.  A motion to approve financials as read was made by Cyndie Winchell and seconded by Barb Powell.  Motion carried, financials approved.  

When the Aikens house was sold, the bill was overpaid.  We owe 46.13.  A claim form and resolution form have to be submitted to the county to send them a check.  Resolution 2015-9 was made by Cyndie Winchell and seconded by Barb Powell, motion passed.

Public Input: none

Old Business:

The Darrah-Job house has 2 $60 bills not paid yet, but they are not past due.  Meter numbers show very low usage, but in line with previous month.

Director compensation:  The board has made money this year, so directors will be paid.  Motion made by Paula Niccum for payment by Resolution #2015-10, 2nd by Barb Powell.  Motion carried.

The meter at the Singer residence is installed and working. 

Extra meters were purchased by district. 

New Business:

Donna resigned as bookkeeper.

Janet Lilley was introduced as our new bookkeeper.  She will be working as a contractor. 

Late fees were discussed.  The board agreed that anyone late but trying in good faith to pay with partial payments should be charged only interest, no late fee. 

Audit should be submitted on line, but website is not ready yet. 

Revenues were better than expected this year, so it will not be necessary to discuss raising rates.

Resolution 2015-11 was made by Paula Niccum to authorize the audit submission.  Mike Lilley seconded, motion carried.

Chlorination: We had a bacteria hit.  A letter was sent out and the system was chlorinated.  The DEQ is trying to establish a new standard that whenever there is a bacterial hit a system needs to find and fix the problem.  This may be an unrealistic expectation on small systems.

Our water was water retested and tested acceptable. 

There is an intermittent leak on the hill, served by the  booster system.  Last winter it leaked 100 gal per day for days and the pumps ran constantly. The search for this leak has been ongoing, the board suspects the joint is barely connected, and suspect that when the weather changes the leak may open up slightly.  There was a proposal to do pilot holes along the line until leak source is isolated and fixed.  The cost could run between $2000.00-$7000.00.  It is expensive, but this could be the source of bacteria hits and fix the problem without the need for full time chlorination. 

The last bacteria hit was right after a power outage, it may have been related. 

The board will get Brian to get estimates to replace the entire line properly.  The board authorized offers up to 10,000.00. It will be authorized by email in view of weather changing soon.

Mike Lilley will write a resolution to donate $200 to Bonner Lutheran Church in appreciation of free meeting facility to be voted on by next meeting.
