Meeting Minutes
September 2nd, 2015 06:00 PM at Lutheran Church
Roll Call: Cyndie Winchell, Kari Swenson, Mike Lilley, Barb Powell, Mike Huber, Paula Niccum
Approval of Minutes: Motion made by Cyndie to approve minutes as published on website, seconded by Mike Huber, motion carried & minutes approved.
Financial Information: No new financials from county.
One household close to 90 days other than interest charges, Cyndie will call homeowners.
Public Input: The Carrols recieved the credit that was due.
The board received a thank you for quick response to water leak situation last month at the Lerch house (Grob’s residence).
Mike L. will be out of town for 2-3 weeks in September.
Old Business: Elections- 3 director positions filled.
Resolution 2015-6 to appoint paula Niccum.
Resolution 2015-7 to appoint Barb Powell.
Resolution 2015-8 to appoint Kari Swanson.
Darrah-Job residence – Water board prepared to file a tax lien on the property. The owner was contacted, then their lawyer called to request a way to get water turned back on. The lawyer was told to have a cashier’s check for the balance due, a cashiers check was delivered 24 hours later. Brian was sent out to turn on their water, but the curb stop obstructed, Brian photographed same and went home. The residence was billed another charge and water is on. if they do not pay, will get shut off.
Quotes had been requested to put shut off for this house on the main. An additional request was made to put pit in with a meter that cannot be tampered with. The cost would be upwards of 2500 dollars. Rather than spend that amount of money, meters will be read twice a month on this residence to double check accuracy of readings and monitor this residence.
Walt balance- Cyndie called Walts because they were in 90 day disconnect range. Their bill was confusing, billing had been inconsistent, there were double late fee charges, etc. Mike L. reviewed the bills, they were off by about $110 over 14 months. Our bookkeeper was sent an email to point out errors and suggest corrections. She should correct billing. They are current to August 25.
The Old Marshall grade repair cost about $2000.
New Business: Director compensation was mentioned, the books are not closed yet, it will be delayed until next month.
Director duties were divided up by directors to ensure clear understanding of who does what.
Bookkeeping: Replacement of our bookkeeper was discussed. Mike Lilley left the room for the discussion. A proposal was submitted by Janet Lilley. Statutes regarding nepotism and conflict of interest were discussed. The laws are conflicting, and the county attorney was consulted. Someone other than Mike L. wo uld have to be treasurer. It was decided that it is in the best interest of the district to accept her proposal. Motion made by Kari Swenson to accept proposal, seconded by Mike H, motion carried.
Replacement meters: 4 were purchased on line, the first 2 worked ok. The 3rd one did not work, and was replaced. The homeowner reported water high bills and suspected a faulty meter. Directors tested the meter with 5 gallon test. The owner still questioned meter, so bookkeeper pulled up records. The records support district.
The Singer residence had second structure with no meter and needed one installed. A meter was install by Adam Pummil. The meter determined to read in 1/10ths instead of 1/100ths. The Staffords meter was also determined to be reading in 1/10ths.. He has been over billed for a while. The county needs to issue a refund, a resolution was required to authorize the county to refund 775.08. A motion to make Resolution 2015-5 was made by Mike H, seconded by Kari and motion carried.
Singer residence: The meter works fine, but will not transfer information to reader so the meter needs to be replaced. Meter replacement is being investigated. Spares will also be purchased. Model is master meter dialog 2.
Adjournment: Mike L. motioned to adjourn, Cyndie seconded, motion carried and meeting was adjourned.
