Board of Directors’ Meeting, Bonner Elementary Community room
October 1St, 2009
Board Members Present: Mike Lilley, Cyndie Winchell, Mike Huber, Bill Engelstad &
Tom Walter—Also attending were Paula Niccum.
1. Roll Call—Cyndie Winchell called the meeting to order at 7: 00 PM. All board
members were present.
2. Approval of Minutes
a. Board member affirmed reading last month’s minutes electronically.
b. Bill moved-Mike Huber seconded. The minutes of September were
unanimously approved.
3. Financial Report was read by Mike Lilley.
a. Mike informed us that we finally received the final grant money form
TCEP, which was $5711.43
b. Patterson Enterprises is now paid in full.
c. With major contribution from Mike Lilley in achieving all the grant
money we have a balance less than $200,000 dollars to pay back. Our
water district now has a new state of the art well house and pump house.
Plus, with a little persistence we ended up receiving two brand new pumps
from EPA, pumping more water than we will ever need. All and all we
have a million dollar water system.
d. It was brought up that we are operating over budget. We all agree that
rates are going to have to be raised due to the high cost of operation and
inflation. Of the three suggested rate increases one is favored, which will
raise the rates slightly but there will be a significantly more water at our
disposal. We will have to vote and hopefully the members will show
some interests. A game plan will be instituted published soon.
e. Mike Huber move-Bill Engelstad second to approved the financials.
4. New Business
a. Mike brought up there is still some warrantee items still be done around
the well. This is supposed to be concluded within the week. We are
operating on one pump at this time. The warning light isn’t activating as it
should either. We have a bid to repair the default for approximately $800.
The warrantee has expired, and we are very disappointed with the installer
and will not be using them again..
b. The chlorinating of the water will cease this weekend. The source of the
contamination still is originating in the same area as last year almost to
date. This is rather frustrating for the board.
5. Old Businessa. The board was rather disappointed that only 3 people showed up for the Open
House on September 27th, from 1 pm to 4 pm.
6. Adjournment :
a. At 8:30 Mike Lilley moved—Bill Engelstad seconded. The meeting
unanimously adjourned.
